In Solo Leveling 109 Mrs. Norma Selner enters the fray. Connor introduces her as a special awakened person. She has the ability to raise the abilities of other awakened individuals by one or more steps. Mrs. Selner starts to describe her unbelievable, irresistible ability.
Every awakened has its limit, and it can only be surpassed if there is a reawakening. By 3 steps, she does a forced awakening or arouses the dormant ability of a hunter, increasing the power by 20% to 30%.
Since it’s a very taxing process, a lot of rest is required. One 3 or 4 hunters can benefit from it, in a year. Jin-Woo understands its incredible benefit.
The Americans provide her with security and remuneration while she increases the abilities of hunters chosen by the Americans only. Jin-Woo is offered a deal – in exchange for becoming an American citizen, he will receive Mrs. Selner’s awakening.
However, the Americans say that it is a gift and they would perform the first step on him so that he could think about the lucrative offer. Jin-Woo agrees. Mrs. Selner takes his hand and asks him to look into her eyes.

Will Solo Leveling Chapter 110 effectively remove the United States from the recruitment picture?
We believe, since Mrs. Selner failed, the United States will lose its bargaining chip and their hopes of recruiting Jin-Woo will end there. Jin-Woo has proved that he is beyond their reach.
Will we see other countries try to recruit him? When will Japan act? The Jeju Island raid took a massive toll on Japan’s forces and they will surely try to lure in Jin-Woo.
However, their betrayal has ended their relationship with South Korea. How they will approach him is a mystery but the final result is not. China or other countries might take their chances as well, we’ll find out in Solo Leveling 110 spoilers.
What lays ahead of Jin-Woo? Based on Solo Leveling Chapter 108, we believe Jin-Woo will try creating a guild.

What is Monarch? Who was the individual sitting inside Jin-Woo’s psyche? Is that an alter-ego? We believe, the person inside is a representation of the system through Jin-Woo.
However, the meaning behind Monarch is still up for speculation. We have little to no info on this.
A Monarch maybe those individuals, who have received the same powers as Jin-Woo. But its Solo Leveling, so there are no other similar people. This might be hinting at the existence of different worlds or dimensions.
Is this Monarch related to the mysterious individuals that appeared a few chapters back? Are they Monarchs as well? Are they extra-terrestrial? What is its mission? Who are the people they referred to?
We believe these individuals will gradually appear over time, slowly building up to some final confrontation. Their demeanor hinted at great power and they might just be the final villains.
